University entrance requirements
The first and most important requirement to get admission in a German university is to finish the high school education and obtain the Higher Secondary Certificate either in form of the A-level or International Baccalauréat. Admission to German university only with O-levels is not possible.
The second requirement to gain access to the tuition free German government universities is to proof German language knowledge on C1 level of the Common European Framework of Reference for Languages. The C1 level in German can be proven by successfully passing the C1 level test, i.e. TestDaF (Test Deutsch alsFremdsprache) or Telc C1 Hochschule (Telc C1 for universities).
There are certain courses in Germany that have a restricted entry. For restricted entry courses students must show higher grades to gain admission. This is the case for subjects like for example medicine, law, psychology or pharmacy. Many subjects in the engineering and business faculties are restriction-free courses which means A-levels or IB just need to be passed.
